Mayor Browning called the regular meeting to order at 7:07 pm. Pledge of Allegiance Mayor Tim Browning led the flag salute. Attendance Present: Mayor Browning, Mayor Pro-Tem Canaday, Councilor Keahey, Councilor Shannon, Councilor Coumbs and Councilor Moeller. Absent: Councilor Rickard. 1. Approval of Agenda - As Presented MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR KEAHEY, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0. 2. Comments on Non Agenda Items by the Public Richard Brandon, Centralia, addressed the Council and thanked the City Engineer Jan Stemkoski for helping him with handicap access issues. He reminded the Council of various areas in Centralia that he has come upon with little or no handicap access. Mayor Browning asked that he write down the areas in need and turn it into the City for reference. Joanne Melius, Centralia, addressed the Council and noted the dissatisfaction of her and her husband pertaining to a building permit they have been trying to obtain to build a house in the UGA. Hal Gronseth, Centralia, addressed the Council and noted his objection to the proposed re-zone in his neighborhood. Jim Elder, Centralia, addressed the Council and updated them on the Antique and Art Festival held in Centralia in July. 3. Presentations a. Ladies of the Round Table Recognition Representatives of the Ladies of the Round Table addressed the Council and stated that they were still selling the book "Centralia, the First Fifty Years" noting that all proceeds would come to the City for flags. The Ladies of the Round Table recently donated $1000 to the City to purchase 25 flags. b. Hub City Car Show & Grand Prix - Todd Christensen, Chamber Todd Christensen, Director of the Chamber, addressed the Council and updated them on the Hub City Car Show and Grand Prix being held in Centralia on August 19-20th. c. Washington Child Identification Program - Officer Gonzales Officer Gonzales reviewed the ChIP program with the Council and audience. He noted that there were several processes taken to acquire identifying criteria of the children or at risk adults. Office Gonzales added that this was a free program kicking off at the Southwest Washington Fair this year with a goal to have every child or at risk adult in Lewis County a participant. d. Southwest Washington Fair - Gale Sobolesky Ms. Sobolesky, Fair Manager, addressed the Council and updated them on all of the events being held at the fair this year. 4. Reports Mr. Fouts - reported on several issues including Music in the Park, National Night Out and the Pioneer Pie Social being held in Adna by the Lewis County Historic Society. Councilor Moeller - reported he attended the National Night Out and a Joint Fire Board meeting. Councilor Shannon - reported he attended a Transportation Coalition meeting. Councilor Coumbs - reported he attended the Music in the Park. Councilor Keahey - reported he attended various Chamber meetings and an EDC meeting. He reminded the Council and audience of the Chamber Forum that will be held next Monday at noon. Mayor Pro-Tem Canaday - reported she attended the Music in the Park. Mayor Browning - reported he attended the National Night Out and meetings regarding flood and freeway issues. He added that he was appointed to the AWC Land Use Committee. City Clerk Deena Bilodeau - announced openings on the Lewis County Historic Society and the City's Historic Preservation Commission. 5. Consent Agenda a. Approval of a resolution renaming West Locust Street to Centralia College Boulevard COUNCILOR KEAHEY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION RENAMING WEST LOCUST STREET (FROM TOWER AVENUE TO YEW STREET) TO CENTRALIA COLLEGE BOULEVARD, EFFECTIVE JANUARY 1, 2007 AND THAT A SIGN, TO BE REVIEWED BY THE CENTRALIA HISTORIC PRESERVATION COMMISSION, BE PLACED BELOW THE CENTRALIA COLLEGE BOULEVARD SIGN THAT READS "HISTORICAL NAME - WEST LOCUST STREET"... Mr. Fouts briefed the Council on the background of this request leading up to tonight's resolution. Councilor Moeller made the following motion. MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO AMEND THE MOTION TO RENAME WEST LOCUST STREET FROM TOWER AVENUE TO HEMLOCK ...motion PASSED...5-1 (Councilor Shannon). John VerValen, Centralia, addressed the Council and spoke against the motion. Jim Elder, Centralia, addressed the Council and spoke in favor of the motion. Debbie Wilbur, Centralia, addressed the Council and spoke in favor of the motion. Jim Walton, Centralia College President, addressed the Council and asked the Council for continued consideration of the proposed resolution. Approval on second reading of an ordinance amending Chapter 9.12 - Fire Hazard MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR KEAHEY, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL; CODE CHAPTER 9.12 ENTITLES FIRE HAZARD AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH... City Attorney Shannon Murphy-Olson addressed the Council and noted that this ordinance will make the penalty clause in line with the nuisance code penalties. Mayor Browning called for a vote on the motion...motion PASSED...6-0. 8. Approval on second reading of an ordinance amending Chapter 20 - Zoning COUNCILOR SHANNON MOVED, SECONDED BY COUNCILOR KEAHEY, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AMENDING TITLE 20 ZONING OF THE CENTRALIA MUNICIPAL CODE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH... Mr. Fouts briefed the Council on the background of the ordinance and went through the proposed changes. Councilor Moeller noted that the front porch wording had been changed for the single family home section, but not on the manufactured home section.
